There are two ways to buy data from a local vendor. Some vendors have scratch card style vouchers while others are electronic vouchers. Scratch card vouchers are made of cardboard and have scratch strips on the back to hide the codes. Electronic vouchers are sold to you from a device and come to your phone as an SMS with the codes.
When you buy data from a local vendor they will sell you a voucher with two codes on it:
